Sounds like some trucker talk to me. I would say 10-4 would either mean thanks, goodbye, or OK. As for the rubber ducky, it is considered a nickname used by lots of truck drivers.
Mr T makes a pretty awesome Rubber Duck. Obama’s flesh toned beak just makes him look strange, though. Elvis is just adorable 🙂
